Yeah he is the emperor and used the dark side of the force to conceal his true identity. Rememer Yoda "the dark side clouds everything", the force on the dark side was becoming stronger so the Jedi thought Anakin would bring balance so the good and the bad would offset, with the dark side stronger the Emperor uses this to cloud...

Sifo Dyas, but presumably that was either Sidious or Dooku pretending.

Sidious is the cloaked Emperor-like figure you see a few times in TPM and AotC, which is basically Palpatine in his trule role of Sith Lord. By the time he becomes Emperor he doesn't need to hide his real identity anymore so he's just "in character" all the time. They're one and the same person, regardless.
